The Minnesota Lottery was introduced in 1988 – much later than many other US state. There had been calls to introduce a constitutional amendment allowing for a lottery since 1972. However, these had gone largely unheeded until the mid-1980s when a bill was put forward in the senate.

In 1973, residents of Maine were given a referendum in which they voted for the establishment of a state lottery. One year later, Maine’s first draw-based game, Play Me, was introduced followed by an instant game known as the Great Outdoors in 1975. In 1985, it joined the Tri State Lotto Compact along with New Hampshire and Vermont in order to expand its portfolio of games.
